Is New York Pet Friendly?

New Yorker’s certainly have a good number of obstacles to overcome with their four-legged friends. Tiny apartments, Metropolitan Transit  authority’s strict rules for dogs on the subway, cab drivers not being required to allow dogs to ride with their owners, the off-leash debacle in public parks, and the well hidden city dog runs to name a few. Is it really all bad though?
